Kyle Takes On ICE Role

Costain’s Kyle Clough has been elected as one of four new vice presidents at the Institution of Civil Engineers (ICE).

Kyle, Framework Director to Costain’s Water Sector, brings more than 20 years’ wide ranging experience to the role, which begins in November and will last for up to three years. Already part of the ICE Council’s Executive Board, he will join the Presidential Team where he and the other new vice-presidents will work alongside current vice presidents including Costain Chief Executive Andrew Wyllie.

ICE vice presidents are elected annually based on recommendations from a selection panel. They work with the ICE staff to manage the detailed business needed to deliver the Council's long-term strategy, as well as helping with the day-to-day running of the ICE.

Said Kyle: “It is a great privilege to be supporting the Institution at a time when technology is rapidly changing our built environment.

“I will be looking to ensure that the ICE and its members get to play a leading part in delivering the technological change in the way infrastructure is provided and used. I would like the ICE to be at the forefront of this change, identifying the benefits it brings to society, both in the UK and internationally, and also ensuring the ICE supports its members in developing new skills to deliver these changes.”

Kyle’s experience includes marine, tunnels, highways and rail. He has been responsible for infrastructure delivery from concept to handover and through into maintenance, and his work covers small, large and multiple discipline projects as well as programmes of work.

They include the Severn Trent Water AMP6 Framework, the Tees Barrage, the Medway Tunnel and the Channel Tunnel Rail Link. He has also been involved with the A500 Stoke Pathfinder, the forerunner to the Highways Agency ECI model, and later at A-one+ was the Programme Delivery Manager for the Highways Agency East Midlands Framework, the Managing Agent Contract (MAC).

More recently he has spent time as the Development Director for Costain's Water Sector, developing the sector's "Factory Thinking" strategy and supporting customers in procurement strategy, innovation, programme delivery and operations and maintenance, before returning to programme management.

Kyle has also been an active member of the ICE East Midlands region where he was Regional Chair, Council representative and a member of the Fellow review panel.
