Construction and commissioning of a new scientific facility in the Defence sector

Client had limited previous experience with project control methodologies

Implementation of EVM encompassing all aspects of the programme

The Project

This major capital project involved the construction and commissioning of a new scientific facility in the Defence sector. The five year project was to be undertaken by a large private company, which had limited previous experience with formal project control methodologies, and no experience in using Earned Value Management (EVM).

We were engaged to implement an Earned Value Management-based project control system for the construction and commissioning of the facility. Our system solution included all aspects of the change programme, including people, process and toolsets. Our consultants led the project controls team and liaised with the contracting client.

Following detailed analysis of the project, our consultants helped the project team devise innovative ways of using EVM with both construction and building services contractors. After the identification of several key benefits, our approach on this project was adopted for further capital projects within the client’s portfolio.
