Define Study for Alternative Refrigeration Technology

The aim of the project was to make the Dimlington Terminal compliant with new legislation, prohibiting the use of Hydrochlorofluorocarbons (HCFCs). Costain provided an innovative solution that reduced the total installed cost by 60% compared to previous estimates. Our phased implementation approach also ensured compliance with the legislation which came into effect at the end of 2014, compared to the previous estimated completion date of 2017 .

Costain was chosen to work closely with client to execute the Re-Appraisal (pre-FEED) study. We identified a preferred option which met all the necessary technical criteria as well as providing a robust, fit-for-purpose business solution aligned to client’s strategy to extend the asset life, improve operating efficiency and optimise capital expenditure.

Costain proposed utilising the existing plant and equipment, modified to meet required environmental legislation and to avoid downtime of the plant throughout the project. To meet the legislative deadline, the project had to be implemented in a rapid 18 month timeframe.

A detailed understanding of the technology options and their practical application was key to the Re-Appraise. Also vital was an appreciation of the issues associated with executing complex brownfield projects on operating high hazard gas processing facilities.

Following the success of the Re-Appraise, Costain executed the pre-FEED and FEED phases for this project. We are currently delivering an Engineering, Procurement and Construction Management (EPCm) contract to realise the solution formulated by the consultancy team. Works are currently on programme and under budget against the estimates developed by Costain in the initial Re-Appraise phase.

In December 2015, the project was recognised by the prestigious IChemE Global Awards, winning the coveted Industry Project Award.
