Costain to help Transport for London optimise operations and build resilience

TfL professional services

Costain, the smart infrastructure solutions company, has been appointed to a three year Professional Services Framework to support Transport for London (TfL), as well as the Greater London Authority and London Boroughs, in keeping the capital moving during the Covid-19 pandemic and its aftermath. This is the first time Costain has had the opportunity to support as a client-side professional services adviser to the organisation and builds on a 20-year relationship with TfL.

Costain will compete for contracts to provide a range of services including lean consultancy, quantity surveying, construction project management, assurance and quality management, topographic surveys, BIM, intelligent transport systems, incident investigation, and bridges and structures*. The framework is across the entire TfL organisation and could apply to any mode of transport, from bicycles to river ferries. The most likely focus will be on TfL’s largest network, the London Underground, and Surface Transport, both highways and the London Overground network, including DLR and London Trams.

Working alongside TfL leadership, Costain will use its programme management expertise to standardise a lean methodology across the organisation, tracking the benefits of change programmes and driving a year on year reduction in the operational budget. TfL has a strong focus on technology and Costain, as an accelerator of the digitisation of infrastructure design, delivery and operations, will look to use its deep experience to drive value for the organisation.

Costain has worked with TfL since its inception in 2000. Projects have ranged from stabilising rail embankments to building the first new underground station on an existing line for 70 years at Wood Lane.

Sue Kershaw, managing director of Transportation at Costain said: “At a time when there is great pressure on our client TfL, we’ll be integrating our programme delivery pedigree, digital technology and programme management consultancy expertise to help navigate through the Covid-19 period and to embed greater resilience in the organisation so it’s in a stronger position to face the future.”

This contract follows recent appointments as a client side, strategic delivery partner to Bradford City Council and PMO office for Anglian Water.

*Since the press release was written, Costain has been awarded a place on the following lots: topographic surveys, BIM, intelligent transport systems, incident investigation, and bridges and structures (January 2021).
