- Costain, consulting and engineering services provider, has been awarded a place on Liverpool City Council’s Highways Professional Services framework, marking its return to the city where it was originally founded in 1865 by Richard Costain.
The company was successful on Lots 1, 3 and 6, which are the Liverpool City Region’s procurement route for multi-disciplinary design, health and safety, and transport planning projects.

The Costain story began when Richard and his future brother-in-law made the short crossing from the Isle of Man to the booming port of Liverpool where they successfully began to trade as jobbing builders and undertakers, before expanding both within the UK and overseas.
In this latest chapter, projects commissioned through each lot will be subject to mini competitions. Liverpool City Council and the member councils of Liverpool City Region - Knowsley, St Helen’s, Sefton, Wirral and Halton – as well as Merseytravel and Merseyrail, can all tender opportunities through this framework.
Throughout the duration of the four-year framework, Costain’s North West-based Design Hub and local team will be on-hand to provide the following specialist services, including:
- Multi-disciplinary design: whole lifecycle asset design, designing for net zero and placemaking. Projects tendered through this lot could include major schemes, intelligent transport systems, environmental works and topographical services, among others.
- Health and safety: strategic advice on health and safety plans for major projects.
- Transport planning: the creation of strategic outline, outline and full business cases, modelling of proposed improvements and stakeholder engagement.
Andy added: “Our dedicated team is focused on using the latest digital techniques and approaches to identify efficiencies and streamline operations, ensuring that wherever possible, we design out cost and carbon.”
